On November 29th, the US Department of Commerce issued a preliminary anti-dumping ruling on crystalline silicon photovoltaic cells imported from Cambodia, Malaysia, Thailand, and Vietnam (whether assembled into modules or not). The preliminary ruling was that the dumping margin for Cambodian producers/exporters was 125.37% (117.12% after offsetting subsidies), the dumping margin for Malaysian producers/exporters was 0.00% -81.24% (0.00% -81.24% after offsetting subsidies), the dumping margin for Thai producers/exporters was 77.85% -154.68% (57.66% after offsetting subsidies not applicable), and the dumping margin for Vietnamese producers/exporters was 53.30% -81.24%. 271.28% (the margin rate after offsetting subsidies is 53.19% -271.28%).
